Big data and AI creates inequalities. It puts historically marginalized people, like ethnic minorities, and womxn, at a disadvantage. Because AI and checking on AI require plenty of data, usually only giant corporations, the wealthiest governments, and university entities can make it work for them. Reprex is a Hague-based, international startup that wants to impact various sustainable development goals by enabling smaller organizations to join their smaller datasets, use open data, create linked available data, and collaboratively make a change.

Reprex is a finalist for the Hague Innovation Award for impact startup (please 🙏, vote for us!). Daniel Antal, one of the co-founders, will talk about their approach to building an international coalition of music organizations to pool data and challenge data monopolies using organizational techniques, a collaboration ethos, and data from the open-source developer world.

Using the example of independent music creators, who often find themselves in a position where it is more expensive to claim their money from global platforms, he will talk about how to reduce inequalities in the world of big data and AI with collaboration on web 3.0. In the Q&A he will take questions on how to apply their know-how, and generally linked open data to other art+tech or creative segments or problems for which everybody is too small, like meeting the Paris Accord greenhouse gas targets bit by bit, small company by small company.

Human agency and oversight

AI systems should empower human beings, allowing them to make informed decisions and fostering their fundamental rights. At the same time, proper oversight mechanisms need to be ensured, which can be achieved through human-in-the-loop, human-on-the-loop, and human-in-command approaches

Technical Robustness and Safety

AI systems need to be resilient and secure. They need to be safe, ensuring a fall back plan in case something goes wrong, as well as being accurate, reliable and reproducible. That is the only way to ensure that also unintentional harm can be minimized and prevented.

Privacy and Data Governance

Besides ensuring full respect for privacy and data protection, adequate data governance mechanisms must also be ensured, taking into account the quality and integrity of the data, and ensuring legitimised access to data.

Transparency

The data, system and AI business models should be transparent. Traceability mechanisms can help achieving this. Moreover, AI systems and their decisions should be explained in a manner adapted to the stakeholder concerned. Humans need to be aware that they are interacting with an AI system, and must be informed of the system’s capabilities and limitations.

Diversity, Non-Discrimination and Fairness

Unfair bias must be avoided, as it could could have multiple negative implications, from the marginalization of vulnerable groups, to the exacerbation of prejudice and discrimination. Fostering diversity, AI systems should be accessible to all, regardless of any disability, and involve relevant stakeholders throughout their entire life circle.

Societal and Environmental Well-Being

AI systems should benefit all human beings, including future generations. It must hence be ensured that they are sustainable and environmentally friendly. Moreover, they should take into account the environment, including other living beings, and their social and societal impact should be carefully considered.

Accountability

Mechanisms should be put in place to ensure responsibility and accountability for AI systems and their outcomes. Auditability, which enables the assessment of algorithms, data and design processes plays a key role therein, especially in critical applications. Moreover, adequate an accessible redress should be ensured.

The 🖱️ CCSI Data Observatory already has some data assets on Zenodo, and we can upgrade its API (both as Rest API with datacube and with a simple RDF serialization)
We are creating high quality, SDMX compatible, linkable, open science data about cultural heritage objects and other cultural heritage policy data. We would like to connect on knowledge graphs to actual content.
Revisit some modest deliverables of 🖱️ RECREO and seek new funding.

The 🖱️ CfR HORIZON-CL2-2023-HERITAGE-01-03: Re-visiting the digitisation of cultural heritage: What, how and why?. Our appeal is to avoid duplication of cultural heritage and cultural industries digital infrastructure, and join forces with rights management, and commercial knowledge graphs to make heritage more reusable and valued.
🖱️ CfR HORIZON-CL2-2023-HERITAGE-01-02: Cultural and creative industries for a sustainable climate transition. We have our open source software and app for environmental impact analysis and value chain analysis of the music industry that can be applied to the entire cultural sector.

There are more than 60 functional, and about 20 already discontinued data observatories, i.e. long-term, usually triangular (business, academic, policy) data collection institutions recognized by the EU, OECD or UNESCO, including the European Observatory on Infringements of Intellectual Property Rights of the EU or the European Audiovisual Observatory of the Council of Europe.

Do it Smarter

They usually do not exchange standard data with statistical agencies, they are not synchronized on knowledge graphs of the Europeana or national libraries, and their research output is usually not to be found on open science repositories.
The Hague is the winner of the World Smart City Award 2021, and we would like to attract the planned European Music Observatory and other, EU/UNESCO recognized institutions into the town building on the innovations of Reprex and the ecosystem of the Hague.

Strategic objectives

Develop our data observatories as Open Scholarly Infrastructure.
Place our Digital Music Observatory, Cultural and Creative Data Observatory, and Green Deal Data Observaotry on knowledge graphs of Europeana, Wikidata, and other open knowledge systems.

Horizon Europe Consortium

The OpenMusE Consortium brings together music industry stakeholders and researchers from 12 European countries. Our partners represent the diversity of the industry, as well as the shared need to find financially, socially, and environmentally sustainable policy and business models in multiple, sometimes-fragmented streams (e.g., live music, composers/publishers, and recordings with producers and performers).

Good policies require supporting evidence, and good business planning and copyright exploitation require high-quality data. OpenMusE will provide such data through novel, open-source tools that leverage automation to enable transfer to nearly any European market. We will disseminate our data via “live policy documents” and visualisations hosted on our Open Music Observatory, which automatically update when data sources are refreshed. This will set a concrete precedent and a clear path towards a more competitive, fair, and sustainable European music ecosystem.

We hope to get funding from the Horizon Europe HORIZON-RIA HORIZON Research and Innovation Action Research and innovation on cultural heritage and CCIs - 2022 (HORIZON-CL2-2022-HERITAGE-01) Towards a competitive, fair and sustainable European music ecosystem with our competitive tender bid.

Our aim is to partially fill 41/45 identified European data gaps within the Music Moves Europe framework. (See our data coverage below.)

We are looking for end-users and dissemination partners to help us define the European music industry’s data needs, help us collect the data, and review our work in the context of the Horizon Europe call Towards a competitive, fair and sustainable European music ecosystem.

Data that we can offer

By providing continually updated data on five industry pillars – innovation, music and society, music economy, music diversity and circulation, and music policy – we will accurately capture the economic and social value created by the sector, as well as providing stakeholders with data-driven means of maximizing this value.

For copyright and neighbouring rights-holders and their organizations: Value of music, euro value of the value gap, private copying, privacy—we have data and make estimates with all known music value estimation techniques.
For live music organizations: Pan-European audience surveys; demographic comparisons of all European audiences; attendance predictions, attendance profiling.
For granting authorities: we have the world’s largest survey-based dataset on how musicians work and live; we create ex ante needs assessment and grants evaluation indicators and ex-post grant evaluation indicators.
For labels and music publishers: we make big data understandable; we create price and volume indexes of streaming markets; we tell you about price developments and selection probabilities in different cities and countries; we understand the biases of the Spotify and YouTube algorithms; and we measure (meta)data problems and offer scalable solutions.
For music export offices: we measure domestic and foreign market shares in streaming; we create actionable key performance indicators; and we do geographical targeting.

Open collaboration

Our project is based on open collaboration. Our proposal, if funded, will provide us with resources to supply further music businesses, music civil society organizations and researchers with high-quality data (during the duration of the project for free.) We are already looking for interested parties to put our data and research projects into use and validate their usability and quality in real-life policy or business development scenarios.

Presenting our Central & Eastern European Music Industry Report 2020 as a case-study on evidence-based policymaking in the two-day high-level stakeholder event jointly organized by Geothe-Institute and the DG Education and Culture.
